MCI board preparing vision document

Promising major reforms in the Medical Council of India, the Board of Governors on Tuesday said its mandate was not only to assess medical institutions but also suggest options to improve medical education and bring about time-bound changes.
“We want to propose a purposive system in medical education and governance to ensure absolute transparency with student as our ultimate target,” board chairman S.K. Sarin told journalists here. “The number of students opting for medicine as profession has declined, and this is a matter of serious concern. We need to give confidence to the students that medical education is accessible to all.”
The board members were evolving a vision document and setting up working groups for the purpose.
The board would try to simplify the regulations so as to reduce litigation. For, a poor understanding of the regulations often resulted in people going to court. Just two weeks into the job, the six-member board has set up 43 teams of assessors to evaluate the facilities in colleges, whose applications are pending for starting new colleges or expanding the existing ones or increasing the number of seats.
“To make the process more credible and transparent, the assessors, earlier known as inspectors, have been drawn from seven most reputed institutions of the country,” Dr. Sarin said. The process of selection and assigning the States was computer-generated.
The teams were told to use their wisdom during verification, but without going into trivial things. Their reports should be made available to the board by June 16. Under the ordinance by which the board was set up, its decision will be final. The entire process would be over by July 16. So far, the board has cleared proposals pertaining to 14,897 postgraduate seats, including super-specialties.
There were 87 proposals pending when the board took over on May 15. These had been cleared by the previous executive committee, but were not forwarded to the Health Ministry. All these institutions were asked to apply afresh but the board received only 79 applications, including from the Gyan Sagar Medical College in Punjab, whose complaint led to the arrest of MCI president Ketan Desai. “We were flooded with emails, phone calls and complaints, and we tried to address these sympathetically but without allowing illegal things to happen,” Dr. Sarin said.
Promising a foolproof system to check corruption, he said: “Allow us some more time. For those indulging in corruption, the law of the land will prevail.”

'US pressing Pakistan to act against anti-India terror groups'

Asserting it would never be soft on terrorism, the United States says it continues to press Pakistan to act against the terror syndicate operating from its soil, including anti-India groups like Lashkar-e-Taiba (LeT).
"The United States will never be soft on terrorism," US Assistant Secretary of State for South Asia Robert Blake told reporters on Monday noting a terror syndicate operating in countries like Pakistan threatens both US, India and also Pakistan itself.
"This is our highest priority, and this is the area where probably we've made the greatest progress, in terms of our cooperation with India in terms of not only law-enforcement cooperation, but also intelligence cooperation," he said refuting a suggestion that US may be a little soft in dealing with cross border terrorism against India from Pakistan.
"We take extremely seriously the threats against both of our countries, because we believe that there is increasingly a syndicate that is operating in countries like Pakistan that threatens both of our countries, and it also threatens Pakistan itself," Blake said.
"So we feel it's in the interests of all three countries to address this very critical problem, to work together," said the US point man for South Asia.
"The US has been in the forefront of countries urging Pakistan to not only continue the progress it's been making in Swat and South Waziristan, but also to address the problem in the Punjab, namely, the Punjab-based groups, like Lashkar-e-Taiba, that are operating against India, that have also targeted the United States, in the Mumbai bombings and elsewhere."
"And again, this will remain a very, very high priority for us. And you should not doubt the sincerity of that statement," Blake said.
"We've taken a strong position on terrorism that is emanating from Pakistan soil, and that remains our very strong conviction, that it's in Pakistan's own interest to address that. And we'll continue to encourage our Pakistani friends to do that," he said in response to another question.
India-Pakistan relations also briefly came up during the US-India Strategic Dialogue he said. "Our long-standing position is that this is something that needs to be resolved by India and Pakistan, and that the pace and scope and character of that dialogue ...is really up to the two countries to decide."
Reaffirming US "support for the very important work that India has undertaken" in Afghanikstan, Blake said:  "We have welcomed the very important role India has played so far. It's really up to India to decide how, where it wants to take its cooperation from here."
"We recognize that India is going to develop its own relationship with Afghanistan. We recognize that Pakistan will as well," he said. "We don't see this in zero sum terms."

TCS bags ISE trading, clearing platform order

Mumbai: The Inter-connected Stock Exchange of India (ISE) has selected TCS to install and manage its integrated trading, clearing and surveillance platform, said a statement from the exchange.

TCS Financial Solutions is a strategic business unit of Tata Consultancy Services (TCS) dedicated to providing business application solutions to the banking, insurance and capital market players.



The ISE, in the process of reviving its operations, has selected the TCS' BaNCS market infrastructure suite, which will be implemented to revive ISE operations for the equity cash segment in the first phase, with the possibility of supporting the derivatives segment later.

"Our selection of the TCS BaNCS market infrastructure solution is an end-to-end solution for us, encompassing trading, clearing and settlement, surveillance and real-time risk management," ISE managing director PJ Mathew said here.

1. ELIGIBILITY CRITERIA: NATIONALITY/ CITIZENSHIP:
A candidate must be either i) a Citizen of India or ii) a subject of Nepal or iii) subject of Bhutan or iv) a Tibetan refugee who came over to India before 1st January, 1962 with the intention of permanently settling in India or v) a person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka, East African countries of Kenya, Uganda, the United Republic of Tanzania (formerly Tanganyika and Zanzibar), Zambia, Malawi, Zaire, Ethiopia and Vietnam with the intention of permanently settling in India. Provided that a candidate belonging to categories (ii), (iii), (iv) & (v) above shall be a person in whose favour a certificate of eligibility has been issued by the Government of India. A candidate in whose case a certificate of eligibility is necessary may be admitted to the interview conducted by the Bank but on final selection the offer of appointment may be given only after the Government of India has issued the necessary eligibility certificate to him/her.
2. THE AGE, QUALIFICATION AS ON 01.06.2010 FOR THE ABOVE POST IS PRESCRIBED AS UNDER:

Proficiency in Computers is essential.
(Candidates who have studied Computer Application as one of the subjects at Graduation/Post Graduation level are deemed to have working knowledge in Computers. For such candidates no separate computer certificate course is necessary)
Note:
1. Degrees obtained from the Recognized Universities/Institutes Recognized by the Govt. of India only will be considered. In addition to the qualification, the Candidates should have working knowledge in Computers.
a) The educational qualification prescribed for the post is the minimum. Candidates must possess the educational qualifications as on 01.06.2010 (inclusive).
b) Candidates must specifically indicate the class/division and percentage of marks obtained calculated to the nearest two decimals in the relevant column of the application. Where no percentage of marks is awarded by the University, but only CGPA/OGPA is awarded, the same should be converted into percentage, besides indicating the CGPA/OGPA in the application.
c) Candidates who are awaiting their results of the qualifying examination OR who have not passed the qualifying examination on or before 01.06.2010 are not eligible. In other words, the result of the qualifying examination, i.e., graduation or equivalent to graduation, as the case may be, should have been announced by the University on or before 01.06.2010.
3. RELAXATION IN UPPER AGE LIMIT: (In case of candidates belonging to the following categories)
i) Scheduled Caste/Scheduled Tribe candidates by 5 years
ii) Other Backward Classes candidates by 3 years
iii) Persons with Disabilities (VI/HI/OC) By 10 years
iv) All persons who have ordinarily been domiciled in Kashmir Division of J & K State during 01.01.1980 and 31.12.1989 by 5 years
v) In the case of ex-servicemen-commissioned officers including Emergency Commissioned Officers (ECOs) / Short Service Commissioned Officers (SSCOs) who have rendered at least 5 years military service and have been released on completion of assignment (including those whose assignment is due to be completed within the next one year from the last date for receipt of application) other than by way of dismissal or discharge on account of misconduct or inefficiency or on account of physical disability attributable to military service or on invalidment, by 5 years, subject to ceiling as per Government guidelines. Note:
a) An Ex-Serviceman who has once joined a government job on the civil side after availing of the benefits given to him as an ex-serviceman for his re-employment, his ex-serviceman status for the purpose of re-employment in Government ceases.
b) In the case of a candidate who is eligible for relaxation under more than one of the above categories, the age relaxation will be available on cumulative basis with any one of the remaining categories for which age relaxation is permitted as mentioned above. This cumulative age relaxation is available to SC/ST/OBC candidates only.
c) The candidates eligible for age relaxation under 3 (iv) above must produce the Domicile Certificate at the time of interview from the District Magistrate in the Kashmir Division within whose jurisdiction he/she had ordinarily resided or any other authority designated in this regard by Govt. of J & K to the effect that the candidate had ordinarily been domiciled in the Kashmir Division of the State of J & K during 1st Jan. 1980 and the 31st day of December 1989.
d) The Children/Family members of those who died in the 1984 riots will be given due consideration.
4. RESERVATIONS:
A. Reservation for SC/ST/OBC/PWD candidates will be provided as per Government guidelines.
B. Persons with Disabilities:
Reservation is available to Persons with Disabilities under Sec. 33 of Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995. Accordingly, candidates with the following disabilities are eligible to apply for the posts reserved/identified for them.
Blindness or low vision-
a) “Blindness” refers to a condition where a Person suffers from any of the following conditions:
(i) Total absence of sight (ii) Visual acuity not exceeding 6/60 or 20/200 (Snellen) in the better eye with correcting lenses, (iii) Limitation of the field of vision subtending an angle of 20 degree or worse.
b) “Persons with low vision” means a person with impairment of visual functioning even after treatment or standard refractive correction but who uses or is potentially capable of using vision for the planning or execution of a task with appropriate assistive device.
“Persons with Hearing Impairment”: means loss of 60 decibels or more in the better ear in the conversational range of frequencies.
“Locomotor Disability” means disability of the bones, joints or muscles leading to substantial restriction of the movement of the limbs or any form of cerebral palsy.
“Cerebral Palsy” means a group of non progressive conditions of a person characterised by abnormal motor control posture resulting from brain insult or injuries occurring in the pre-natal, peri-natal or infant period of development.
All the cases of orthopaedically handicapped persons would be covered under the Category of “Locomotor Disability or Cerebral Palsy”.
Only such persons would be eligible for reservation in services/posts who suffer from not less than 40% of the relevant disability.
A disability certificate issued by a Medical Board at the District level consisting of Chief Medical Officer, Sub-Divisional Medical Officer in the District and a member who is a specialist in Orthopaedics, ENT or Ophthalmology, as the case may be, shall be produced.
C. There is no reservation for Ex-servicemen candidates in the Officer cadre.
As the reservation for Persons with Disabilities is on horizontal basis, the selected candidates will be placed in the appropriate category (viz. SC/ST/OBC/ GEN) to which they belong.
Use of a Scribe / Paper Writer:
A Scribe, to write the written test / examination, on behalf of a Visually Impaired (VI) candidate [Blind] & Orthopedically Challenged (OC) candidate [whose writing speed is affected by Cerebral Palsy], may be used. In all such cases where a Scribe is used, the following rules will apply:
a) The candidate will have to arrange his/her own Scribe at his/her own cost.
b) The scribe can be from any academic discipline and should possess less mark than the candidate but in no case more than 60%.
C) The academic qualifications of the scribe should be one grade lower than the stipulated eligibility criteria.
d) Both the candidate as well as the Scribe will have to give a suitable undertaking confirming that the Scribe fulfils all the stipulated eligibility criteria as mentioned above. In case it later transpires that the scribe did not fulfill any of the laid down eligibility criteria or had suppressed material facts, the candidature of the applicant will stand cancelled, irrespective of the result of the written examination.
Candidate using a Scribe will be eligible for extra time @ 20 minutes for every hour of the examination.

(b) For Persons with Disabilities:
Authorised Certifying Authority will be Medical Board at the District level. The Medical Board consists of Chief Medical Officer, Sub-Divisional Medical Officer in the District and a member who is a specialist in Orthopaedics, ENT or Ophthalmology, as the case may be,
7. SELECTION PROCEDURE:
Selection for the post of `Probationary Officer’ will be made on the basis of performance in written test and Interview.

9. INTERVIEW: Depending upon the number of vacancies, only those candidates who rank sufficiently high in the Objective Test will be called for Interview.

11. Pre-Examination Training – SC/ST/Minority Communities Candidates
It is proposed to impart free Pre-Examination Training to a limited number of candidates on first come first serve basis belonging to Scheduled Caste/Scheduled Tribes/Minority Communities at Chennai, Delhi, Kolkata and Mumbai centers at the discretion of the Bank. An eligible candidate who wishes to avail Pre-Examination Training should fill in the relevant column in the online application. All expenses regarding traveling, boarding, lodging etc, for attending the pre-examination training programme at the Training Centre will have to be borne by the candidate. The pre-examination training will be tentatively imparted between 09.08.2010 and 14.08.2010.
12. GENERAL INSTRUCTIONS
(a) Before applying for the post, the candidate should ensure that he/she fulfils the eligibility and other norms mentioned in this advertisement. Decision of the Bank in all matters regarding eligibility of the candidate, the stages at which scrutiny of such eligibility is to be undertaken, the documents to be produced for the purpose of the conduct of examination, interview, selection and any other matter relating to recruitment will be final and binding on the candidate. No correspondence or personal enquiries shall be entertained by the bank on this behalf.
(b) In case it is detected at any stage of recruitment that a candidate does not fulfil the eligibility norms and/or that he/she has furnished any incorrect/false information/certificate/documents or has suppressed any material fact(s), his/her candidature will stand cancelled. If any of these shortcomings is/are detected even after appointment, his/her services are liable to be terminated.
(c) Candidates belonging to OBCs but coming in the “CREAMY LAYER” are not entitled to OBC reservation. They should indicate their category as “Gen” or “Gen Persons With Disabilities’ as applicable. OBC Certificates in the format as prescribed by the Govt. of India and issued by the Competent Authority inter alia, specifically stating that the candidate does not belong to the Socially Advanced Sections excluded from the benefits of reservations for OBCs in Civil Posts and Services under Govt. of India i.e. carrying ‘CREAMY LAYER’ clause based on income issued recently (i.e., issued on or after 08.06.2009) should be submitted at the time of interview.
(d) Persons With Disabilities claiming the benefit of reservations/age relaxation should possess Medical Certificate as specified in the Disabilities Act of 1995 in support of their disability.
(e) The candidates will have to appear for written test and interview at their own expense. However, unemployed eligible SC/ST/PWD outstation candidates attending the interview will be reimbursed to and fro second class ordinary train/bus fare by the shortest route on production of evidence of travel.
(f) Candidates serving in Government/Public Sector Undertakings (including banks) should send their application through proper channel and produce a “No Objection Certificate” from their employer at the time of interview, in the absence of which their candidature may not be considered.
(g) Only candidates willing to serve anywhere in India should apply.
(h) Any request for change of address will not be entertained.
(i) Any resultant dispute arising out of this advertisement shall be subject to the sole jurisdiction of the Courts situated at Udupi. .
(j) In case any dispute arises on account of interpretation of version other than English, English version will prevail.
(k) No candidate is permitted to use calculator, telephones of any kind, pagers or any such other instruments during the written examination/selection process.
(l) The candidates will appear for the written examination at the allotted centres at their expenses and risks and the Bank will not be responsible for any injury/ losses, etc of any nature.
(m) The Bank may at its discretion hold re-examination wherever necessary in respect of a centre/venue/specific post of a candidate(s).
(n) Appointment of selected candidates is subject to his/her being declared medically fit as per the requirement of the Bank. Such appointment will also be subject to the Service & Conduct Rules of the Bank.
(o) Banking is a versatile activity, which needs all round grooming of the selected candidates. Accordingly, the Probationary Officers, recruited/selected in the Bank, will be required to acquire overall knowledge of various facets of banking for which the Bank will provide necessary on-the-job/theoretical training at its Branches/Offices including Staff Training College, so as to enable candidates recruited perform/undertake all type of banking activities.
(p) All Candidates must submit the xerox copies of the prescribed certificates in support of their educational qualification, experience, date of birth, caste etc. The candidates belonging to SC/ST/OBC/PWD Category are required to submit an attested copy of their caste certificate/certificate of handicap issued by the competent authority as specified at Sr.No.6 in addition to other certificates as specified above. Candidates will have to produce original caste certificate/relevant certificates at the time of interview, failing which his/her candidature will be cancelled.
(q) A recent, recognizable passport size photograph should be firmly pasted on the computer generated application and should be signed across by the candidate. Three copies of the same photograph should be retained for use at the time of written examination and interview. Candidates are advised not to change their appearance till the recruitment process is complete. Failure to produce the same photograph at the time of the written test/interview may lead to disqualification.
Action against candidates found guilty of misconduct :
Candidates are advised in their own interest that they should not furnish any particulars that are false, tampered, fabricated or should not suppress any material information while filling up the application form.
At the time of written examination/interview, if a candidate is (or has been) found guilty of
(i) using unfair means during the examination
or
(ii) impersonating or procuring impersonation by any person
or
(iii) misbehaving in the examination hall or taking away the question booklet/answer sheet from the examination hall
or
(iv) resorting to any irregular or improper means in connection with his/her candidature by selection
or
(v) obtaining support for his/her candidature by any means.
Such a candidate, in addition to rendering himself/herself liable to criminal prosecution, shall be liable:
a. to be disqualified from the examination for which he/she is a candidate
b. to be debarred, either permanently or for a specified period, from any examination or recruitment conducted by Bank.
The Bank would be analyzing the responses of a candidate with other appeared candidates to detect patterns of similarity. If as per the laid down procedure it is suspected that the responses have been shared and the scores obtained are not genuine/valid, the Bank reserves the right to cancel his/her candidature.
13. HOW TO APPLY
( i) Candidates are required to apply online through website www.syndicatebank.in No other means/ mode of application will be accepted.
(ii) Candidates are required to have a valid personal e-mail ID. It should be kept active during the currency of this recruitment project. Bank may send call letters for written test, interview etc. to the registered e-mail ID. Under no circumstances, he/she should share/mention e-mail ID to/ of any other person.
(iii) In case a candidate does not have a valid personal e-mail ID, he/she should create his/her new e-mail ID before applying on-line.
(iv) Applicants are first required to go to the Bank’s website ‘www.syndicatebank.in’ and click on the link “Recruitment”.
(v) Thereafter, open the Recruitment Notification entitled “SYNDICATE BANK PROBATIONARY OFFICERS’ RECRUITMENT PROJECT-2010-11”.
(vi) Take a Print of the entire Recruitment Notification, including the ‘FEES PAYMENT CHALLAN’.
(vii) Fill in the Fee Payment Challan in a clear and legible handwriting in BLOCK LETTERS.
(viii) Go to the nearest Syndicate Bank Branch with the Fee payment Challan and pay, in Cash, the appropriate Application Fee in CBS Account Nos.01111150000481 or 01111150000496 or 01111150000501 with Manipal Branch in the name & style of “SYNDICATE BANK PROBATIONARY OFFICERS’ RECRUITMENT PROJECT-2010-11”. (x) Candidates are now ready to Apply Online by re-visiting the Recruitment Link on the Bank’s website and going to the sublink titled “ONLINE APPLICATION FOR SYNDICATE BANK PROBATIONARY OFFICERS’ RECRUITMENT PROJECT-2010-11” to open up the appropriate Online Application Format. All the fields in the online Application format should be filled up carefully.
(xi) Carefully fill in the details from the Recruitment Application Fee Payment Challan in the Online Application Form at the appropriate places.
(xii) Original counterfoil of the fee payment challan will have to be submitted with the Call Letter at the time of written test. Without original counterfoil of the fee payment challan the candidate will not be allowed to appear in the written test. Candidates are also advised to keep two photocopies of the fee payment challan. One photocopy has to be submitted at the time of Pre-Exam training and the other may be retained by the candidate for future use.
(xiii) The name of the candidate or his/her father/husband etc. should be spelt correctly in the application as it appears in the certificates/mark sheets. Any change / alteration found may disqualify the candidature.
xiv) CANDIDATES SHOULD NOT SUBMIT A PRINTOUT OF THE APPLICATION / CHALLAN TO THE BANK AT THIS STAGE
xv) The Application printout along with the Xerox copy of the challan and required copies of documents should be kept ready for submission if selected for Interview.
xvi) Please note that the above procedure is the only valid procedure for applying. No other mode of application or incomplete steps would be accepted and such applications would be rejected.
The candidate should apply online through website www.syndicatebank.in only. No other mode of application will be accepted. Provision has been made for candidates to download a challan for payment of application fees. The candidate should make payment of application fees at any branch of Syndicate Bank by such computer-generated challan only and take acknowledgement on the counterfoil. 14. CALL LETTERS FOR THE WRITTEN EXAMINATION
The date of the Written Examination is TENTATIVELY FIXED AS 29.08.2010. However, it will be intimated in the Call Letter along with the Centre/Venue for the Examination, well in advance of the date of the Written Examination.
Call letters for the written test will be sent by post to the eligible candidates to the address given in the application form.

Jallu (Telugu) Movie Director VV Narayana Turns Thief

The director of the recently released film Jallu, VV Narayana, has become a burglar. A couple of months back, he robbed a house in Kukutpally phase 2 and jumped over a wall only to break his legs.

Venkat Narayana was produced before the media today, the police said he is a chain snatcher. Jallu, released on 31st July, 2009, starred Jayanth, Prerana in the lead. It was produced by Recharla Subash Naidu under the banner of Recharla Movie Creations.

Indian Bank Recruitment 2010

The Indian Bank has announced recruitment of 685 vacancies in clerical cadre in its various associate banks. Those in the age group of 18 to 28 years as on January 01, 2010 and with a minimum qualification of intermediate with 50 per cent marks or a degree in any discipline from a recognized university are eligible to apply.

Selection would be based on a written examination on Sunday, August 22nd, 2010 followed by an interview. The online registration will be open at http://registration.sifyitest.com/indbankcl/ from 7th June to 6th July. Application fee for SCs, STs, persons with disabilities and ex-servicemen is Rs. 50. For others, it is Rs. 300.
